Development of Program for Social and Economic Development of Sakhalinskaya Oblast | 06-09-2006
 
 
CEFIR participates in the project of Administration of Sakhalinskaya oblast and works out the Program for Social and Economic Development of Sakhalinskaya oblast for the period from 2007 to 2009.

CEFIR participates in the project of Administration of Sakhalinskaya oblast and works out the Program for Social and Economic Development of Sakhalinskaya oblast for the period from 2007 to 2009.

The Program is developed in consistence with strategic goals, tasks and priorities set by the Conception of Social and Economic Development for the period till year 2010 and the Strategy of Social and Economic Development of Sakhalinskaya oblast for the period till year 2020.

Program arrangements are aimed at:
  • Sustainable economic growth;
  • Improvement of quality of life and demographic situation;
  • Decreasing of inequality in public goods provision among municipalities of Sakhalinskaya oblast.


In the framework of the project CEFIR develops mathematical model of Sakhalin’s economy and social sphere, preparing projections of socio-economic development for different scenarios and estimating long-term consequences of the program.

For these purpose we use model of computable general equilibrium, in which we build structural relations among producers, consumers, government, banks and other economic agents, model markets for goods, labor, foreign trade, etc. Analysis of social consequences of reforms is performed by using the model of microsimulations, where we estimate effect of reform for individuals using survey data and then aggregate results for the whole population or some categories of citizens.
