Working out proposals on improving state support to small business in the field of reducing administrative barriers, raising availability of bank financing and enhancing the overall small business development. The project was implemented for the Academy of National Economy under the Government of the Russian Federation.

Project Goal:
The project goal was:
- to analyze the problems starting small business companies face while entering the market;
- to study the obstacles existing small business companies have to overcome while dealing with the obligatory formalities of state regulation and getting external financing;
- to work out proposals on improving state support to small business in the field of reducing administrative barriers, raising availability of bank credits and enhancing the overall small business development.
Project outcomes:
The following scope of work was implemented under the project:
- there was the survey conducted of 2000 representatives of small business in 20 Russian regions and statistically verified data collected on expenses of small business regarding registration, licensing and inspections;
- there was small business demand studied on external financing and its main sources;
- analyzing the compliance of the state regulation practice to the existing legislation with the purpose of identifying main violations of state regulation legislation in the fields of registration, licensing and inspections;
- there were proposals worked out on improving state support to small business in the field of reducing administrative barriers, raising availability of bank credits and enhancing the overall small business development.
Media Coverage:
April 28, 2010, The publishing house «Arguments & Facts» and the New Economic School presented a new project NES / A&F Experts’ Club. The fist roundtable of the Club took place at the A&F press-center. The subject of the Roundtable was «Towards Modernization of Russian Economy: Reducing Administrative Barriers for Business».
