The project was carried out in partnership with the Institute for Economic and Social Reforms (INEKO) in Bratislava, Slovakia, and the Stockholm Institute of Transition Economics (SITE) in Sweden thanks to the USAIDs financial support within the framework of the Strengthening of Economic Think Tanks program.

Project Summary:
This project examines the restructuring of natural monopolies in transition economies, specifically focusing on the reform of Russian railroads. The project implements a comparative, empirical, and theoretical analyses of the railroad restructuring problem, with particular attention to the following issues:
- Opportunities for and cost-benefit assessment of competition, regulation, and privatization;
- Extraction and appropriation of monopoly rent in the railroad sector;
- Comparative analysis of restructuring alternatives: vertical vs. horizontal separation.
The major components of the analysis include a cross-country comparative analysis of railroad restructuring in order to draw lessons and implications relevant for Russia, a description of the industrial structure of the Russian railroad sector, panel data analysis to estimate demand elasticity for railroad transportation and potential for competition, theoretical analysis of railroad restructuring based on theories of industrial organization and regulation, and finally, policy recommendations and conclusions.
