Impact of Active Labor Market Programs in Transition Economies | 01-06-2003
 
This project is cariied out in partnership with the National Research Institute for Labor and Social Protection (Romania), and IMPAQ International (US).

Project Summary:

This project analyzes government pro-active labor market programs and assesses their efficiency and impact on employment level. The goals of the project are to facilitate exchange and dissemination of the participating countries' experience with active labor market policies, produce appropriate recommendations, stimulate social debates on the presence of the state in the labor market, and raise public awareness of active labor policy issues.

The project assesses the impact of some or all of the following active labor market policies: community public works, job creation programs, social adaptation and guidance, and training and re-training.

The major components of the project include:
  • The selection of samples and conducting surveys in two Russian and two Romanian regions (the samples include both participants in active labor market programs under study, and the controlling groups);
  • The development of statistical models for assessment of the impact of active labor market programs;
  • Empirical analysis, based on the above data and models, of the impact of active labor market policies for employment, self-employment, length of unemployment and wage level;
  • An assessment of applicability of and identification of priorities for active labor market policies in Russia and Romania.
