Technical Assistance to Develop the System of Direct and Contingent Liabilities Management of Tver Oblast | 12-03-2004

Project Summary:

The objective of the project is to assist the government of Tver Oblast in improving the system of debt, payables and contingent liabilities management.

The project team will:
  • Review the system of registering and managing debt and contingent liabilities on the regional and municipal level;
  • Review the compliance of practices in registering and managing direct and contingent liabilities in the Oblast with the Standards on debt and contingent liabilities management developed under the IBRD’s Regional Fiscal Technical Assistance Project;
  • Develop the set of legal and regulatory documents necessary to implement the standards for debt and contingent liabilities management in the Oblast, including formalized procedures that define the amount of a security deposit, guarantee payments and a share of borrowing that can be guaranteed by the region;
  • Develop the region’s borrowing capacity profile;
  • Develop recommendations for forecasting and funding possible cash gaps.
